Efficiency

Improvements can be made in a variety of industries, from oil and production, to packaging and transportation. Even the way government contract bidding is conducted can be made more productive.
For example, heat that is wasted in the oil refinery process can be used to generate electricity. Production of goods can be regionalized so that transportation costs can be reduced. Packaging can be recyclable, if not eliminated entirely. Transportation industries could collaborate to minimize unnecessary redundancy, such as two half-full flights going to the same location. Contractors could collaborate to ensure the best product is produced for the government in the most efficient manner.
